For most first-timers the answer is Busan, with Gyeongju added as the stop on the way — and both fit into one straight run down the southbound KTX line.
Busan is typically given 2-3 days in multi-city itineraries (per 2026 travel-guide coverage), with beaches, Gamcheon Culture Village and Jagalchi Market as the core.
Gyeongju is usually allocated 2 days, because its historic districts plus Bulguksa Temple are hard to cover in a single rushed day.
The two cities answer different moods.

A seat each way works out to about ₩119,600 (₩59,800 × 2), and Singyeongju station — the KTX stop for Gyeongju — sits on the same southbound line, 20-30 minutes by bus or taxi from the historic center.
Jeju has no rail connection at all.
It is reachable only by air: about 1 hour 10 minutes from Gimpo (one of the world’s busiest domestic routes) or about 1 hour direct from Gimhae in Busan, so a Busan → Jeju leg means no return to Seoul.
Once on Jeju, a rental car is the practical way to get around — public buses exist but are slow for sightseeing, and you need an International Driving Permit to rent one.
Before paying, compare a foreigner rail pass against point-to-point tickets — on a three-city run (Seoul–Singyeongju–Busan) the pass can win, but check current pass pricing on the official Korail page rather than blogs.
If you are ending the trip in Busan and want Jeju, book Gimhae–Jeju directly instead of flying back to Seoul first.

Hallasan is a full-day hike, so give it a whole day rather than slotting it between beach stops.
Jeonju, the usual 10-day add-on, is built around its Hanok Village; renting a hanbok there gets you free or discounted entry to many sites.
If you want the historic Korea you see in photos, Gyeongju’s night view at Donggung & Wolji is the single most time-sensitive item — it is an evening sight.
