The comparison is simple to plan around: if you want the large-scale paid exhibition with themed gardens and indoor halls, that is the spring expo; if you want a free park garden with cosmos and a flower market, the October festival is the one.

What else is on in Goyang this autumn
In September the same park area also hosted the Goyang Lake Art Festival and the Goyang National Makgeolli Festival.
The art festival drew about 460,000 visitors in 2024, and its 2025 edition ran September 26–28 with roughly 150 performances and a 1,200-drone light show.
The makgeolli festival ran September 20–21 in 2025 with 87 breweries, more than 270 makgeolli types and free tastings.
Those September events end before the flower festival opens on October 1, so they do not overlap this year on the dates checked.
If your trip falls in late September instead, those are the events to look up; for October 1–11, the flower festival is the main one at the park.
As a half-day plan, the festival itself can fill the time: the theme garden, the flower market, the photo spots and lake activities like the water bicycle, with past editions running 10:00–18:00 (a 2024 figure — verify current hours).
If it were me, I would go by train rather than drive — the parking lots at the lake park are spacious but congested during the festival, and the subway stations are close enough to walk.
