Does Circle count pre-orders and first-week sales?

No — the badge counts accumulated sales, not a first-week ranking.

Certification only opens at least six weeks after release, and it totals every copy sold on the same medium and tracklist.
Albums must also have been released in Korea on or after January 1, 2018 to be eligible.
Because the count starts after the pre-order window, it is the one sales number not inflated by pre-order hype.
